The ICBSS capitalises on its dual role to advance multilateral cooperation among the countries of the Black Sea region and with their international partners through policy- oriented research and advocacy. In this context, a special focus lies on fostering relations between the EU and the Black Sea region.

Founded in 1998 as a non-profit organisation, the ICBSS is governed by an international Board of Directors including representatives of all BSEC member states. The Centre has ten staff at its premises in central Athens, an Advisory Panel of prominent experts and regularly collaborates with a wide network of international partners. Areas of expertise include Black Sea – EU relations, Economic Development, Good Governance and Institutional Renewal, Science and Technology, Energy Security and Environment.

The ICBSS’ experience with EU co-funded projects includes a range of actions aiming at an enhanced policy dialogue and closer cooperation between the EU and its neighbours to the East.

As an international organisation and research specialist, ICBSS brings in the project already established links with relevant regional policy dialogue fora and national authorities in the target geographic region (EaP and Black Sea countries). Moreover, at the regional level, ICBSS is operationally linked with the Black Sea Economic Cooperation Organization. In addition, it brings in valuable expertise in high-standard analytical work, and in drafting and promoting the adoption of policy documents.

In detail, based on its capacity,  ICBSS is going to contribute in the following tasks:

1) In WP1, in supporting the EU-EaP STI Policy Dialogue.

2) In WP4, in increasing the coordination and synergies between policies and programmes of EU/MS and EaP including the exploration of participation of EaP countries in EU MS programmes.
