European Technology Platforms (ETPs) are industry-led stakeholder fora recognised by the European Commission as key actors in driving innovation, knowledge transfer and European competitiveness

EaP PLUS is exploiting opportunities for cooperation with the ETPs and promotes the concept of establishing technology platforms also in the Eastern Partnership countries as one of its main objectives

ETPs develop research and innovation agendas and roadmaps for action at EU and national level to be supported by both private and public funding. They mobilise stakeholders to deliver on agreed priorities and share information across the EU. By working effectively together, they also help deliver solutions to major challenges of key concern to citizens such as the ageing society, the environment and food and energy security.

ETPs are independent and self-financing entities. They conduct their activities in a transparent manner and are open to new members.

There is no specific partner search tool for the ETPs, but it is recommended to consult the information on the website of the EC.

Within this task the promotion and strengthening of the ETPs concept is carried out by expanding the ETP approach to other EaP countries, as well as by creating links between the existing Ukrainian technology platforms and the ETPs. Besides, the experience of establishing TPs is shared throughout the EaP states.

Regarding these purposes, the following actions have already been taken:

  • Report on the state of affairs on Technology Platforms in EaP countries has been prepared as Deliverable including a review of the state-of-affairs of the Ukrainian technology platforms (UTPs) and of the other EaP countries to identify the most promising fields for setting-up national platforms and the involved actors/stakeholders.

The analysis shows that Ukrainian entities are the most experienced in National Technology Platforms establishing and implementation, even without governmental support. In this case one sees the clear bottom-up approach. Other EaP countries are less advanced but still in Belarus, Georgia and Moldova the TPs issue is considered at the governmental level, including appropriate amendments to the legislation, support by national or international programmes and using the top-down approach. Armenia, Belarus and Ukraine received support for TP-like structures activities from EU-funded projects.

Generally, all EaP countries, regardless of the level of understanding of the role of TPs, implementation of TPs and TP-like structures don’t play the role of drivers for certain fields of research and innovations reflecting demands from industry actors. Moreover, the industry also is not the driver for establishing and supporting TP structures which could widen their market possibilities. At the moment, the top-down approach that is used in Belarus doesn’t foresee any necessity of creating the national mirror structures to ETPs.

At the same time the feedback fom EaPs shows the promising fields for establishing of NTPs and their development. ICT is identified in all EaP countries, Agriculture for Belarus, Georgia (as biotechnology), Moldova and Ukraine, Nanotechnologies and New Materials for Belarus, Moldova and Ukraine, Energy and Energy Efficiency for Belarus and Moldova. These fields are of interest for the majority of EaP countries and would be considered in the first place.

The needs for increased awareness of TPs, sharing information of ETPs and NTPs as well as communicating good practice cases were demanded by all EaPs.

  • The workshop “Technology Platforms as an STI Policy Tool in EaP Countries” has been carried out on 21-22 May 2018. The Workshop brought together representatives of the three European Technology Platforms (namely ETP on Raw Materials, Food TP and New European Media TP), Ukrainian Technology Platforms, as well as EaP countries’ representatives/stakeholders. The two-day plenary session and discussion included the suggestions on further activity, join steps at both the national and regional level and finally elaborating the conclusions on how to follow the EU experts recommendations, create the initiative groups and implement the positive experience of ETPs for innovative and progressive development.
