A policy mix peer review (PMPR) is a systematic examination and assessment by international experts of a specific sector of a country (e.g. the Science, Technology and Innovation sector), aiming at improving the design and the implementation of the national policy in that sector. It is not an evaluation but a mutual learning process based on a critical friends approach.

In the European Union the peer reviews constitute a common practice in the Science, Technology and Innovation (STI) sector and beyond. As an effective tool for assessment and reforms they have also been used in the context of coordination and support actions towards countries outside of the EU, funded by the European Commission. We can mention in that context the peer reviews of the STI systems organized in Kazakhstan under the IncoNet EECA project, in Kyrgyzstan under the IncoNet CA project (www.inco-ca.net ), in Armenia and Georgia under the IncoNet EaP project (www.inco-eap.net) or in Moldova under the Policy Support Facility of the European Commission (https://rio.jrc.ec.europa.eu/en ).
