Policy Development Framework

EaP PLUS enhances the local scientific networks and increases the potential of EaP partners to compete in the EU’s Horizon 2020 by supporting the design and creation of national framework conditions, which allow EaP stakeholders in Horizon 2020 to receive better support in the administration of and application to the programme.

Activity 4.1a Training seminars in Research and Innovation policy

Two seminars  have been organised in 2017 in Vienna and Athens covering a broad spectrum of topics such as IPR, science/industry links, Peer Review, research integrity including ethical behaviour, open access, etc. (Find the review to the training seminar in Athens here)

The content of the training seminars was closely developed based on the results of the policy dialogue activities  under WP1 (mainly, Task 1.1), the STI cooperation barometer (Task 4.1b) and inputs from reviews and missions to the respective countries (Task 1.3a). 

Both seminars in Vienna and Athens included visits to local agencies, ministries, etc. responsible for R&I. Both seminars were conducted by senior experts on STI policies from inside the consortium as well as by external experts.

Activity 4.1 b STI Cooperation Barometer

An ‘S&T cooperation barometer’ between EU and EaP has commenced already in the IncoNet EaP project. It has purposefully been addressed to stakeholders and researchers with EU-EaP R&D cooperation experience in order to analyse any perceived developments on the ground (“sounding board”) regarding the development of framework conditions, cooperation opportunities and potentials of bi-regional STI cooperation over time. Online-questionnaires have been sent to around 600 contacts in two rounds under the IncoNet EaP project and the results have been analysed. In this project two more rounds of questionnaires have been sent and analysed since it is important to monitor the cooperation over time and observe the trends, which will feed other tasks (e.g. policy dialogue, training and dissemination activities, etc.).
